These council flat railing are former ARP (Air Raid Precaution) stretchers and an early example of recycling in the capitol. These metal stretchers were used during the Blitz to transport the injured and as beds in air raid shelters. The four kinks in the supporting tubes act as legs to keep the stretcher off the ground. In the late 1940’s, with materials in short supply, someone had the good idea to turn them on there side to create railings around desperately needed council houses .
